Title: PA: PA 28 Truck/PA 36 Broken Concurrency

I noticed yesterday that I was not getting credit for the portion of PA 28 Truck (http://tm.teresco.org/hb/?u=hoss6884&r=pa.pa028trkbro) between PA28_S and I-80(78) despite already having that segment on PA 36.

Is it because the I-80(78) waypoint on PA 28 Truck (41.170546°, -79.098000°) has slightly different coordinates than the I-80/28Trk waypoint on PA 36 (41.170449°, -79.097657°)?

Affirmative. I-80 & PA28Trk match here; I will change PA36.
Going to recommit this stuff in a new branch before opening a Pull Request
