Title: IL: IL115 in Kankakee

According to IDOT (http://www.idot.illinois.gov/Assets/uploads/files/Transportation-System/Maps-&-Charts/Highway/City/City__Kankakee.pdf), and confirmed in some old GMSV (https://www.google.com/maps/@41.1057643,-87.8706345,3a,85.3y,81.87h,83.78t/data=!3m6!1e1!3m4!1sfO560tXPdwe2pf0g7NkK2Q!2e0!7i3328!8i1664), IL115's northern end intersects US45/52 at Water St, not East Ave.

I will move the IL115 point there from US45/52 and relocate the end point on 115.
