Title: VA: US 15 Minor Point Errors From Orange to MD

Points on the US 29 concurrency were accounted for on that thread.

1.   FoxLn point seems to be better served at SR 704 (https://www.google.com/maps/@39.0766481,-77.6064951,3a,75y,58.2h,92.61t/data=!3m6!1e1!3m4!1sL2R68bCAXgOVzWuef-20ag!2e0!7i13312!8i6656) (Harmony Church Rd) or a number of roads just south of Leesburg.  I had debates on MapLawnLn and CouFarmLn as well.
2.   SaiClaRd should be SaiClaLn (https://www.google.com/maps/@39.2475356,-77.5299937,3a,75y,43.31h,92.6t/data=!3m6!1e1!3m4!1szP6lZZhOUXu8k1Py_fc7Ww!2e0!7i13312!8i6656).
3.   LowRd should be LovRd (https://www.google.com/maps/@39.2709876,-77.5484455,3a,75y,218.74h,98.52t/data=!3m6!1e1!3m4!1sRIi9hlrKREf3Wkzt_8yxlg!2e0!7i13312!8i6656).
4.   Off-center points (SR 614, VA/MD)

Fixed these plus changed the VA/MD point on the Maryland US 15 file.  In queue...
