Title: UT: UT 154 exit numbers and unnecessary point

UT 154 currently has a waypoint at 11800 South. However, there is no way to get to 118th South from Bangerter at this location: it's completely grade-separated, and there are no plans to add an interchange there in the future.

In addition, there are now some more exit numbers: 600 West is now Exit 1, and 7000 South is now Exit 14.

I realize this has already been moved to the solved updates board, but there are a couple other things that probably should be addressed:

-The waypoint 11400S should be labeled UT175.
-There should probably be a waypoint at Parkway Blvd, seeing as that's currently the only intersection on Bangerter that doesn't have a waypoint right now, and that location is planned to be upgraded to an interchange at some point in the near future.
