Title: PA: PA 523 Extension up PA 281 to LogPl_W

I noticed this morning that PA 523 is posted up PA 281 up to Logan Place(LogPl_W) in Confluence where PA 281 turns.  I will be adding this to the HB within the next few days.  I am planning to label the new PA 523 point as just LogPl and leave the PA 281 point label as-is (unless someone thinks it should be PA523_End).

I tried to look for a END sign on PA 523 in the area but could not find one in the VideoLog or GSV.
