Title: PA: PA 519 Realignment at Brownlee Rd and Thomas 84 Rd

Note that my next pull request on PA 519 will include a relocation at Brownlee Rd (BroRd) and Thomas 84 Rd (Tho84Rd) due to the roundabouts added at both intersections in this project (https://www.penndot.gov/RegionalOffices/district-12/ConstructionsProjectsAndRoadwork/Pages/PA%20519_SR_1055_Dual_Roundabouts.aspx).
