Title: WI: WI 93 missing shaping point

Between Holmen and Galesville, the WI 93 list is missing a shaping point that the US 53 list has on their concurrency.

While someone's in the WI files, I also just noticed that WI 27 and WI 71 north of Sparta also have a broken concurrency because of a shaping point in one file that's not in the other.
