Title: NC: I-140/NC-140 ('north' of I-40)

So, seems what we have as I-140 (http://travelmapping.net/hb/?units=miles&u=null&r=nc.i140) between Exits 20 (I-40) & US-17 is NC-140 and not I-140 after US-17 was removed from that segment.

I have re-applied NC 140 to the section east of I-40 and shortened I-140.  in the queue
