Title: CT: Add Willow Brook Connector to usasf?

Southington, CT, just south of New Britain, has a short freeway I am proposing to add to usasf.  The only at-grade intersection is the freeway's western terminus at CT71A/372.

Willow Brook Connector
Western terminus: North/west end of CT71A and CT372 duplex
Medial interchange: CT71 at WilBroCon
Eastern terminus: CT9 exit 24

That's the entirety of it, 3 already-existing waypoints.  I said it was a short freeway.
