Title: NC: US19 incorrectly formatted waypoint label "US-23Alt_N"

nc.us019.wpt, Line 66 (https://github.com/TravelMapping/HighwayData/blob/master/hwy_data/NC/usaus/nc.us019.wpt#L66): waypoint label US-23Alt_N should be US23Alt_N (without the hyphen). This point is in use according to pointsinuse.log.
