Title: WV 4 / US 19 label

BulRedArea looks like it wants to be BulRecArea.
BulRA might be acceptable too; I'm grepping a lot of "RA" labels in the data. In the vein of NP, SP, PP, etc...?

I'll go with 'BulRecArea' for now since I think we've used the 'RA' for 'Rest Area' more often than not.
