Title: PA: PA 902 Minor Point Error south of Summit Hill

The PA 902 point at White Bear Drive (https://www.google.com/maps/@40.8251047,-75.8502758,3a,75y,167.96h,82.48t/data=!3m6!1e1!3m4!1ssIPjHLgdHT16IQuDDaRK-A!2e0!7i13312!8i6656) seems to be labeled as LauRd (Laurel Road).  Laurel Road seems to be PA 902 itself here.

Verified via StreetView.  Point relabeled as 'WhiBearDr' with the old label demoted as it was in use.

Also seems that we have PA-902 routed incorrectly in Summit Hill.  Should be on Pine Street, but we have it on Chestnut Street.  I've fixed this as well.

Both fixes submitted in Pull Request #697 (https://github.com/TravelMapping/HighwayData/pull/697).
