Title: NC: US 441 Minor Point Concerns

1.  I would change US64 to US64_E or US64/28.
2.  US23/74_N should just be US23/74.
3.  US19 should be US19_S.
4.  BlueRidPky should be BlueRidPkwy.  (I asked yakra via PM to grep all of these.)
5.  Should BIA425 be relocated and changed to Tow String Rd (TowStrRd)?
6.  The ColCrk point should be relocated to the correct location.

The NC 18 and US 221 changes have duplicate BlueRidPkwy labels.  These need to be edited.
