Title: NC: I-74FutWhi extenstion

Exit #248 just opened today (https://www.ncdot.gov/news/press-releases/Pages/2020/2020-06-12-columbus-county-interchange-opens.aspx), and I think that we can safely extend the route East to that same location on US-74/76 (HalRd).

On another note, we can also extend the route to the West to Exit #228 (NC242) as well on US-74.

It's sad we can't add the exit numbers into US-74's file here, due to them being I-74 based and causing duplication issues due to some of them being used in Charlotte (where they are based on US-74 mileage).  So, extending I-74 Future in both ways and adding them that way is the next best thing.

Also, the following points would need to be recentered on US-74 (before being added to I-74 Future):
NC242 (also affects NC-130)
US74BusWhi_W (also affects US74BusWhi, NC-130, & NC-410)

And one final issue on I-74FutWhi:
