Title: VA: US 29 and VA 6 Concurrency

I just noticed this while going through our concurrencies and adding them explicitly to our file.  There is a short concurrency of US 29 and VA 6 around Woods Mill and southwest of Charlottesville.  They both share waypoints at both ends of the concurrency as well as one for VA6Y.  But, there is a mismatched waypoint in each that the other doesn't have that is probably causing double counting.  They're roughly a half mile from each other, so I'm not sure if that's close enough to get caught by the near miss points.

VA US29 - LauHillLn - 37.842707°, -78.784204°
VA VA6 - SR617 - 37.844935°, -78.795447°
