Title: WY: WY 219 truncated in Cheyenne (most likely)

Just giving everyone a heads up that WY 219 is likely truncated at the south end to WY 212; I'm going to be in Cheyenne next weekend and will field-check just to make sure, and that's when I'll make the change.

OK, after being around the area this is in fact the case; signage just kinda disappears south of 212 and there's a "TO 219" junction sign at what we have as the south end in the HB. Change will be made shortly
