Per GMSV, US 321 no longer has an overlay with US 25-70. It crosses it to Main St to use east to McMahan. Looks like this happened between Dec 2016 and Apr 2018.

I recall the odd new routing, when I traveled US 321 through Newport in the past few years. I made a point of clinching the old and new routings, just to be sure.

I took a look @ TN's website (https://www.tn.gov/tdot/driver-how-do-i/look-at-or-order-state-maps/maps/annual-average-daily-traffic-maps1.html) and pulled up the Newport PDF map (15a Newport) they had, but it lists the re-route as 03854, meaning it wasn't part of US-321 yet. However, the map was dated as of 12/17/18, so, who knows.

Kansas went thru a period of just the opposite about 10 years ago, getting rid of this type of arrangement in favor of concurrencies.

Fair enough. I don't live too far away from Newport now, and there are several state roads in the area I hadn't traveled yet, and I had a day off, so I took a drive down there and took several pictures (https://drive.google.com/drive/folders/19upiYwM3sOSitqhbsOs9EBlr9DzpsXZu?usp=sharing). Apologies for the quality in some of them; a combination of low sun angles and a dirty windshield is not very forgiving.
I don't know what happened between 2016 and 2018, but as of late 2020 US 321 is clearly signed along 25/70 through town, turning at McMahan. Although SB 321 trucks are instructed to turn at Main Street and follow the train tracks, other than TO I-40 trailblazers, no other signage is posted along that route in either direction.

So, based on 'IMG_2839.jpg' being from the same point as the original StreetView link, I think what was seen in StreetView was an error posted by TDOT, and no reroute has happened IMO.

Also, if you look way in the background of that GMSV link from 2019, you can clearly see a US-321 shield along US-25/70 (look beside that thermometer). Even more proof that there was an error posting there for the arrow, and that no reroute happened.
