Note that I saw today that VA 169 is still fully posted (even on the part that was removed from the state highway system...)
EDIT: I see you changed the VA169 labels on US 258 and VA143TrkHam to MalSt. Should they still reference VA 169 instead (or even VA169_S on US 258)? (VA169_End on US 258 should either be VA169 or VA169_N.)

The 351 assembly you point to dates back before VA 351 was truncated to Mallory.

As for VA 169, if I wait for it to be fully unposted it might be 30 years...

After thinking about this one, I believe I was waiting to see if one of the VA 169 pieces was going to be renumbered as something else.
I guess if nothing develops on that I should split into 2 VA 169 files.

I was thinking that it may be best to give this the CalTrans method of keep as-is and pretend that what is not VA 169 is continuously VA 169 for our purposes.
