Title: KY/VA: New Corridor Q segment

https://github.com/TravelMapping/HighwayData/pull/4397 adds the new segment in KY, which is signed as another KY 3174. I drove it yesterday along with the short VA segment, which does not appear to be signed as anything yet.

Looking at HB’s photos, it looks like we have another King Coal Hwy situation with US 52 (https://forum.travelmapping.net/index.php?topic=2273.0) on our hands in VA with bannerless US 460 being signed at the connector (https://www.facebook.com/MillenniumHighway/photos/pcb.10158970241151469/10158970185276469).

I am not sure where I am at on creating a VA US460Bre file (Bre for Breaks Interstate Park).

The road actually being posted as US 460 won't be part of US 460 at any point in the future, though it could be part of VA 80 if KY wants to move 80 onto KY 3174 when the 4-lane road is fully finished.
