Title: WI: WI123 and concurrency with US12BusBar

I'm pretty sure (as in 100%) that WI 123 and Bus US12 in Baraboo should be concurrent from WI 33 to SouBlvd.

I'm also pretty sure that Bus US12 in Baraboo is also missing a concurrency with WI 33 from US12/136 to WI113/123 (which should probably be WI33/123, but that's another issue).

For SMOD's sake, why do all the Wisconsin issues involve changing three or more routes?? :o
