Title: NC: US 17, US 70, and NC 55 New Bern Point Errors

US 17:  The NC 55 points should be W and E instead of S and N.

US 70:  NC55 should be NC55_W.

NC 55:
1. ClaBlvd should be MLKBlvd (https://www.google.com/maps/@35.1105535,-77.0646818,3a,75y,306.15h,90t/data=!3m6!1e1!3m4!1sPDq8e5tz1dYPFCMkMx0oZg!2e0!7i13312!8i6656).   
2. NeuBlvd should be BroSt (https://www.google.com/maps/@35.1089246,-77.0553743,3a,75y,327.05h,90t/data=!3m6!1e1!3m4!1sdFuq2NFrKSzLON-umdkNfA!2e0!7i13312!8i6656).
