Title: IL: I-55 north of Springfield

A shaping point is needed on I-55 between 105 and 105A to break the concurrency with I-55BLSpr and US66HisChi.

I noticed this while clarifying that the change to I-55BLSpr (https://travelmapping.net/hb/showroute.php?units=miles&u=markkos1992&r=il.i055blspr&lat=39.906560&lon=-89.588549&zoom=15) from the AASHTO Spring 2019 Thread (https://forum.travelmapping.net/index.php?topic=3068.0) was done and seeing that 109 travelers for the route was probably too many.
