Title: TX Spur 17 missing

Connects US87 with US385 just north of Dalhart. US385 even has a "TXSpr17" label for it, but no route.

I can confirm from field observation this past week that it is signed, and it officially exists as well. (https://www.dot.state.tx.us/tpp/hwy/SS/SS0017.htm)

TX US87 FM1727 is retained as an AltLabel, though you'll be the only one using it.
