Title: AR: western US412 Paragould bypass open

The videos at the links show plenty of vanilla US412 signage, implying that the Bypass designation is kaput.
At 1:23 in the first link, there's a "Jct US 412B" text legend on an LGS.
No actual US412 Business shields confirmed yet though.
While going thru & changing US412 -> US412Bus shields on the old route, I'm curious to see if ARDOT removes concurrent US49Bus signage in the process, keeping with their SOP in most of the rest of the state.

I may wait a week or so for field confirmation, or I may just go ahead and make the changes, assuming US412Bus is correct & US49Bus is no-build other than updating US412_E -> US412Bus_E.

US49Bus appears to be no-build.
