Title: IA: US-218 points out-of-order

Just happened to notice this, as it was recently pushed.

The '2(380)' point is out-of-order.  It should come after '+X07a'.  Because of this, we have the following issue: https://travelmapping.net/hb/showroute.php?units=miles&u=null&r=ia.us218&lat=41.701131&lon=-91.636641&zoom=14

If we can swap both points locations in US-218's file, this issue will correct itself. ;)
