I'm also travelling this road tomorrow, but it doesn't look like this segment is ever signed as US491 Spur. Going northbound, it has no reassurance markers and going southbound, it's "kind of" signed as US160 according to GSV. What makes this one interesting is that there is no other ability to access US491 North from US160 West without taking that road, likewise no access to US160 East from US491 South without using it.
So, I don't know how to handle it.
I can verify all things when I'm in the area tomorrow, but it seems like it's basically just a random city street that happens to be missing a 'To' sign. And then there's just not "access" from one direction of each highway to the other.

I'm guessing that this is just an unsigned spur route? Washington has several of these.

And if I'm not mistaken, some were removed from TM, thinking of US195 Spur specifically.
And in this case, is it a spur of US160 or of US491? Both? Neither?

No spur signs for sure in the field. Since it's labeled as US160 in one direction and US491 in the other, I'd vote to say it's neither.

Cool, I just got back from a CO trip (not to there lol) so once everything gets settled and back to normal I'll take care of it. Will likely label as PinDr on both routes (unless you saw different street signs).

It is officially inventoried by CDOT as highway 491C (https://dtdapps.coloradodot.info/otis/HighwayData#/ui/0/0/criteria/491C/0/0.242 (https://dtdapps.coloradodot.info/otis/HighwayData#/ui/0/0/criteria/491C/0/0.242)), so that's probably why it was originally entered as 491 Spur. Still planning to take it out when I have more time, but just thought you'd like to know.
