Title: WV: WV 31 at WV 14 Roundabout

It looks like this point should be recentered due to a recently completed roundabout (https://transportation.wv.gov/communications/PressRelease/Pages/Williamstown-roundabout-comes-full-circle.aspx).

Yes, I agree the point should be adjusted for the new roundabout.  And since it shifted less than 0.05, I don't think a news article would be needed for this.
