Title: FRA-BFC A36 waypoint labels

Despite the decimal point in the exit number that we seem to see sometimes in FRA, 14.1_W and 14.1_E don't fit convention. Shouldn't they be 14.1 & 14.1a per https://travelmapping.net/devel/manual/wayptlabels.php#nextsuffix, the same way the route has 7a and 13a?
Also affects E54 & E60.
