Title: VA: I-95 Express Lanes at Boudinot Dr

Should there be a point on I-95 for this interchange (https://www.google.com/maps/@38.7320394,-77.1965012,3a,75y,60.91h,90.79t/data=!3m6!1e1!3m4!1sTXzBEytXQ_WLHdoHdoaNPA!2e0!7i16384!8i8192)?  My interpretation of this is that this ramp is not really part of the VA 286 interchange even though it looks like it on the surface.

Correct, it's intended for access to the North Post area of Fort Belvoir for those coming from the south, since left turns are not allowed going to Fort Belvoir at the next Express Lane exit north of 286.
