Title: DEU-NW: B480 Wünnenberg bypass opened

I need to check the dedication of the through road on nwsib. NW usually downgrades B roads on opening, because the dedication is legal with the plan approval order, and no additional administration measure needed.

https://www.nwsib-online.nrw.de/ is not yet updated
https://www.bag.bund.de/DE/Themen/Lkw-Maut/Mauttabelle/mauttabelle_node.html is already avaible but only indicates B roads [the through road is indicated being downgraded from 2022-01-01]

nwsib was updated. L751 was also downgraded to K36. The northern segment of the former B480 is now also called L549. Changes made: https://github.com/TravelMapping/HighwayData/pull/5481
