Title: DEU-NI: B74/B211A/B212 downgrades

The routes through Berne (B74/B212) and Mittelort (B211A) will be downgraded from 2022-01-01 according to mauttabelle. I need to check the new dedications on https://www.nwsib-niedersachsen.de before implementing the changes.

Edit 2022-02-12: nwsib was not yet updated.

nwsib is finally updated, so TM now: https://github.com/TravelMapping/HighwayData/pull/5819
