Title: GA: GA 28, GA 139, and GA 146 Point Concerns

GA 28:  The shaping point between I-20 and BroSt should be replaced by a visible point at Eisenhower Dr (EisDr) (https://www.google.com/maps/@33.5050059,-82.0170748,3a,75y,126.25h,91.01t/data=!3m6!1e1!3m4!1sh8Kb-jubzQCGlESjcY2iDA!2e0!7i16384!8i8192).

EDIT (3-8-2022):

GA 146: 
1.  Remove or replace the shaping point east of US 27 with a visible point.
2.  Replace the shaping point southwest of I-75 with a visible point at Dietz Rd (DieRd) (https://www.google.com/maps/@34.9570813,-85.2021331,3a,75y,248.25h,88.64t/data=!3m6!1e1!3m4!1sbPm4ffHnST-dWsybtaAyiQ!2e0!7i13312!8i6656).
