Title: VA: VA 61 in Narrows

FleSt should be FleSt_W and slightly relocated due to the newer VA 61 New River Bridge that also crosses over US 460. 

Also the nearby ChaSt should be just made a hidden point.  I could not find enough evidence to clarify that it ever connected to VA 61.

Cha St has never connected to VA 61.
