According to signage and https://vtransmaps.vermont.gov/Maps/VTrans_Routelogs/B004-1119_2.429_4.371_RUTLAND%20CITY.pdf the correct route follows West-Columbian-State-Merchants-West.

Thus avoiding a RxR.
Weird. I could have sworn it was changed to this on CHM, but vt.us004busrut.wpt is unchanged since first imported to GitHub.
