Title: ID: ID 81 point suggestion

ID 81 should probably have a point at 4th North in Malta, as this is the primary road from the Malta vicinity to I-84 and all points east/southeast. Would probably be mostly used by people coming to the City of Rocks National Recreation Area vicinity from the east.
