Title: NY: NY240/NY277 Broken Concurrency

The concurrency of NY240 and NY277 in Orchard Park is broken in between US20AltGen and US20, since NY240 has a waypoint at MilRd while NY277 does not. The easiest fix for this would seem to be adding the MilRd waypoint on NY277, since the waypoint is justifiable, given the connection to nearby NY179.
