On the highway browser, waypoints along NV 439 are listed from north to south. However, in reality, the route is mileposted from south to north, as evidenced by mileposts (https://goo.gl/maps/CETNSikJrXKce9pT8) and the NDOT log (https://www.dot.nv.gov/home/showpublisheddocument/20146/637787997421470000). To match the convention used elsewhere on TM and stated by the TM Manual (https://travelmapping.net/devel/manual/sysnew.php), I propose flipping the waypoints in the highway browser to match the mileposted direction.

This might've been treated, by me or a previous NV maintainer, as a west-east route, even though ISTM more a south-north route, which matches the milepost order.
Not a high priority, since the waypoint order has zero effect on how the system parses user list files. But flipping the waypoint order is really easy, just a matter of when I get to it.
