Title: KY: KY-244 rerouted, KY-750 shortend

So, new Russell Viaduct is now opened.  This rerouted KY-244 and looped it over and around US-23 over to KY-750.  KY-750 was then shortened and KY-244 took over to reconnect to US-23 away from the Oakley C Collins Memorial Bridge.

This has been open since at least Oct '22 per StreetView.

Looks like the 'northern' end of both routes needs to be fixed too.  Seems they swap @ US-23 there, not at KY-3105, and it's been like this since at least '09 per StreetView.

KYTC says they intersect at 3105, not 23, and this assembly (https://www.google.com/maps/@38.5417529,-82.7281848,3a,44.5y,57.14h,90.04t/data=!3m6!1e1!3m4!1s3sfLPJ6Vh5p1oUxnkaFBzw!2e0!7i16384!8i8192) agrees, so I'll leave that end as-is.
