This IMO is a clear cut case for a interchange split between Convention Center Blvd & South 5th Street. Fairgrounds Road has a full set of ramps with I-70 serving all movements, while South 5th Street is missing the WB I-70 onramp (uses North Outer Road to connect to Convention Center Blvd's ramp for that movement now).
This is due to them adding the new 229A interchange @ Convention Center Blvd, which opened sometime between Jul '16 (https://goo.gl/maps/ESTveXRgEFEu82Tu9) & Dec '16 (https://goo.gl/maps/Wd6tECkFB8Lmp3v79).
Would recommend the following changes here:
NEW -> 229A (@ Convention Center Blvd)
229 -> 229B +229
