Title: NC: NC 28 in Franklin

So I clarified that the official routing is correct (https://ncdot.maps.arcgis.com/apps/webappviewer/index.html?id=9ddc945069a0497cbc3587c64b442f31), however, the signed routing actually follows Riverview St/Depot St (https://www.google.com/maps/@35.1995667,-83.3901923,3a,75y,157.19h,86.21t/data=!3m6!1e1!3m4!1sRBDbXH6vKGk9sDpkTLl78Q!2e0!7i16384!8i8192) to US 441 BUS (https://www.google.com/maps/@35.1837954,-83.3743376,3a,75y,87.57h,94.4t/data=!3m6!1e1!3m4!1slwuZ_sisqZsQHP2nQxFglQ!2e0!7i16384!8i8192).

I really just hope that NCDOT just forgot to make the route change official.

Also the US23/64_W label should be US23/64 (or name combination here)., and the US441Bus labels should be S and N instead of W and E.
