Title: CA: CA 180 realignment east of Fresno

Looks like the divided highway east of Fresno was extended a few years ago, with a realignment that results in the RioVisAve and ReedAve points no longer being on the current road.

I'm on this, fix later this week. Need to also fix a broken concurrency or two in SoCal.

UPDATE: Fix is now in the HB.
