Title: WV US 50 missing an interchange

I don't know it that really is an interchange per-say.

It previously was an at-grade intersection.  All they did was prohibit cross-traffic by removing the pavement in the middle.  Sure, they added a bridge afterwards to replace the cross-traffic movement, but I'm not 100% sure if we should consider this as an interchange.

I tend to consider RIROs as an either-or.  However, adding the bridge makes me lean toward including it.
