Title: MO: I-55/270/255 graph connection issue

Graph connection between all three routes is currently broken.

I-270 & I-255 have a graph connection with each other, but I-55 doesn't with either of them.

Recommend taking the '1' location from I-270's file, and plop it into I-55's for Exit 196 to fix this issue.
