Title: CO: I-70 Exit 212

Seems to be just a 'glorified' U-Turn for Emergency Vehicles only and not accessible to the public.

And, if we're going to keep it, it really should be '211' if anything, as the 211 MM (https://goo.gl/maps/h25fod4HgFT8TzVu5) is right overtop of it.

Since the Eisenhower Tunnel U-turns are in there as "I-70_U1" and "I-70_U2", I propose either renaming it "I-70_U3" or just turning it into a shaping point, I'm fine with either.

Thanks for noticing all these btw, I'm slowly going through Colorado and Montana when I have time (which is minimal lately lol).

I would say go with a hidden shaping point for this one, mainly because it looks like the ones @ the Eisenhower Tunnel can be legally accessed (especially since StreetView has pictures of 'U2').
