Title: NY: NY418 Western Terminus

The western terminus of NY418 in the HB is currently too far to the west. The CR4 point needs to be relocated (https://www.google.com/maps/@43.4815742,-73.8231365,3a,75y,255.71h,89.3t/data=!3m6!1e1!3m4!1s_N9YXRTPrdby4lLdSEfsIA!2e0!7i16384!8i8192!5m1!1e1?entry=ttu) to approximately http://www.openstreetmap.org/?lat=43.481356&lon=-73.823605 and relabeled as CR2 (https://www.google.com/maps/@43.4810217,-73.824414,3a,43y,251.57h,87.27t/data=!3m6!1e1!3m4!1sqstuShj6LBUkaxPqszEm2Q!2e0!7i16384!8i8192!5m1!1e1?entry=ttu) (GIS says CR4, but the actual sign says CR2, so I guess CR2 would be preferred here). The pavement change is where NYSDOT-maintained NY418 ends and Warren County-maintained CR2 begins.
