Title: FRA-OCC: Mende bypass

The western bypass of Mende is announced to be opened tomorrow. Dunno numbering yet. Minimum, N88 needs a new wp.

It's N1088 according to OSM and June 2023 GSV (https://www.google.de/maps/@44.5120615,3.4711577,3a,39y,326.94h,89.33t/data=!3m6!1e1!3m4!1sygROtxl8tn1yJ3NOYnYC0g!2e0!7i16384!8i8192?entry=ttu).
