Title: DEU-NI: L5 Bensersiel bypass

The bypass was built from 2009 to 2011. It was closed in June 2017 because the construction was illegal. It is routed through a protected bird sanctuary. After legal issues had been fixed, the road was reopened in March 2021. The bypass was not dedicated as state route when I drafted the system. Meanwhile, nwsib (https://nwsib-niedersachsen.de/application.jsp) confirms that the bypass is L5 now.
