Title: NY: NY364 issues

1) the NY245_S and NY245_N point labels are swapped and should be reversed
2) the intersection with NY247 was realigned at some point recently and this point needs to be relocated to account for it

Fortunately, the two users using the NY245 labels will still have their travels shown correctly thanks to concurrency augments.
