Title: JPN HE11 missing exit

11-02 (https://www.google.com/maps/@34.6944275,135.4934831,3a,41.2y,284.4h,95.36t/data=!3m6!1e1!3m4!1skI-hR6nFPlxy4UM6oX80Og!2e0!7i16384!8i8192?entry=ttu) should probably be a graph connection with N2. (Note that 11-01 is an entrance only, but the number is signed (https://www.google.com/maps/@34.6924651,135.4933537,3a,18.3y,81.16h,109.74t/data=!3m6!1e1!3m4!1sGTqiEbZWKBq8avhz74lB4Q!2e0!7i16384!8i8192?entry=ttu).)

The current position of 11-01 is centered between the 11-01 and 11-02 exit/entrance pair.

11-01 is an exit whose ramp parallels HE11 north almost to N2.  11-02 is an entrance ramp that comes from the Nakanoshima island. 11-02 occurs between 11-01 and the 11-01 exit ramp's end near N2.  I can move the 11-01 wp over to where the ramp leaves HE11 and add a wp where the 11-02 ramp meets HE11, but I don't see how I can add a connection to N2.  Do you have any suggestions?

I would move 11-01 to where the on-ramp merges into the main line, and add 11-02 where the off-ramp splits off the main line, i.e.:

We would not get a graph connection but I think that HE11 and N2 do need those wps according to our rules.

Moved 11-01 and added 11-02, plus added ToHE11 in N2.  I put 11-01 where the exit leaves HE11 and 11-02 is where the entrance ramp meets HE11.

ToHE11 is an apt name for a wp in Osaka.

Switched the labels.  11-01 entrance ramp meets HE11 after 11-01 exit ramp leaves HE11.
