Title: NE: US 81 point request (Norfolk)

I would like to request a point for the NE Industrial Highway north of Norfolk, as it is essentially a northern bypass of Norfolk from US 81 to N-35.

Looks like a reasonable shortcut for long-distance traffic. Looking at HistoricAerials, it was added c. 2012 (https://historicaerials.com/location/42.069430/-97.387619/2012/13) - 2014 (https://historicaerials.com/location/42.069430/-97.387619/2014/13), after usane was added to CHM.
When adding a corresponding point to NE35, I noticed a slight relocation off the frontage road in the same time frame, so I've added a couple *OldNE35 points. This may or may not affect ntallyn & terminal_moraine; I'll give them an @mention on GitHub.
